When Drake reformed he became the leader of the Elite Four
His pirate crew was left leaderless and directionless until his tagalong kid brother Archie reformed them into Team Aqua
Having no brains without Drake, they came up with the retarded "expand the sea" idea
Archie's childhood friend/rival Maxie was that one douchebag kid you all were friends/rivals with in your childhood. He formed Team Magma to "expand the land" just because Archie had a team.
Then things got way out of hand when they awakened Groudon and Kyogre.
