I think Ash will get a Chespin because he always has a grass starter every gen.

Well, yeah, doesn't he almost always get all the starters? Obviously there was some exceptions i.e Dawn got Piplup instead.

He has every starter from Gen 1,2 and 5

He has 2 from Gen 4 and one from Gen 3
