Yeah, if you invest enough in Speed to win against most Scizors, you can bring in your Fire priority before Scizor can touch you. But it's not like Heatran fears Scizor's Bullet Punch. The niche you described is Heatran's. (While Flareon will eventually die to Stealth Rock and the Bullet Punches it attempts to switch in too many times.)
Also, Scizor has at least a few usable moves. Flareon would have its priority, Flare Blitz of the same type, it has Superpower as well, and what? Return, Iron Tail and Bite? Don't kid yourself, U-Turn was also a big part of Scizor's success. Also, Superpower complemented Scizor's coverage, while Flareon ends up being utterly walled by a wide range of set-up sweepers like pretty much every DD and CM user in the book.
