On Showdown, yes. I don't think it does on Wi-Fi in the actual games, since I remember hearing about people quitting right before they lose, just like grade school.

Stall is just another playstyle. If you can't counter it, then there's something wrong with your team.
It's infinitely better than hyper-offense and dragonspam, for sure.

No one would stay in on Toxic when the opponent's using a SubProtect strategy. Off the top of my head, Whimsicott's the only one that does this, and it's completely walled by Ferrothorn, or killed when setting up.

You can usually tell from a glance whether or not your pokemon are capable of beating the stall. I don't like waiting 100 turns just to lose to a bit of passive damage. Fuck my rating, it's just a number.
