Why the fuck don't they give most legendaries genders? Why the fuck would they need to not give them genders? There's literally no reason.

It's obvious Mewtwo is a male. It's obvious for most legendaries. It's obvious that fucking Rayquaza isn't a fucking female.

Actually, depending on your source, "Genderless" might actually mean "Gender Unknown".

My headcanon is that no one has really gotten close enough to a legendary Pokémon in order to extensively study its biology. The Pokédex lacks detailed information on legendaries, so many are identified as having an unknown sex, or no sex altogether. Blargh.

It wouldn't make sense for Mew (and by extension, Mewtwo) to have a definite gender, considering what it's based on and its role in the Pokemon universe. And really, why would you expect the gods of the universe who can't reproduce anyway to fit perfectly in one particular species' sex dichotomy?
