Why can't Xatu learn anything good without TMs? I want to use it but it's not really practical if I need to use TMs for it to be useful at all.

Same thing with every single bird Pokémon except Staraptor. I guess GameFreak REALLY hates birds.

I don't know man, Noctowl seems to be pretty stacked for a bird.
Other than that, though, the birds are seriously gimped.
