Actually, considering my two replies, I think a lot of pokemon are leaning towards "iconic, recognizable" and "graphic design/pop" in their looks lately. They're very much made to have key elements that make them stand out, like Helioptile's ead and ears, Fletchlings face, etc. Not that other pokemon don't do that, but it's very notivable, and I like it.
