Celebi's a pretty good counter, provided Keldeo isn't running Hidden Power Bug, and it can force it out with Perish Song

I use latias. It resists keldeo's dual STAB, has reliable recovery and can roar if keldeo has boosts

Latias works too, it's basically a staple defensive mon for sand teams. You should have one on a sand team anyways, so add it on for a Keldeo counter.

True, but it's the whole thing of Psychic vs Psyshock. It depends on what you need him for, but yeah, psyshock would work for this case.
