So how do TMs and HMs work in the Pokemon universe? Certainly Black and White's decision to make TMs reusable makes a lot more sense then the CDs inexplicably disappearing. Does the Pokemon anime ever show how TMs work?

I feel like in the anime, the pokemon can learn moves that are always TM/HM moves in the games, just by leveling up or when their trainer learns a particular valuable lesson in friendship or trust.

Maybe they work with PCs? Like you put your Pokemon's pokeball into the machine and then slide the CD in and afterwards they just come out with a new attack. After use, however, the CDs are scratched (on purpose).
