While you could make one with the color of the board you intend to post it on, it will look shitty on other boards, and with people who use different themes for 4chan. When using reaction images that do not exactly take up the entire screen, it would be wiser to use .png for the transparency support than .jpg with its better support for more colors and smaller file size.
