The others you could sequence break. In Kanto you could skip Lt Surge. You could battle Erika, Sabrina, and Koga in any order desired.
In Johto, after beating Morty, you could go to either Olivine or Mahogany. The Kanto leaders could be beaten in any order.
In Hoenn you could also skip Brawly and Winona too.
Sinnoh in D/P you could fight Crasher Wake and Maylene in what ever order you want.
