It'd SUCK if they werent, but 762 Pokemon is a LOT. They'd have to model, and make several animations for each one.
I'm not expecting them all to be obtainable in-game, but we haven't heard anything about transferring.
Unfortunately, it IS possible that they're going to pull a "gates to infinity" and only pick and choose certain Pokemon to include.
Until I hear something about a transfer feature, I'm not getting my hopes up that EVERY SINGLE POKEMON will be in the game.
