Basically the logic went: Gary as written out of the show = I heard somewhere that Japan doesn't recast cartoon characters ever = he must've been written out because his VA quit acting
His VA is still acting, ever quit, and the character was written out because the writers felt like it.
It's not true that Japan never recasts characters ever... though in the case of May, it's doubtful they'd write her into the show again, since that would be for the sake of fanservice, and it' not that much of a service if they have to recast a popular character for her short return.
