Well, theoretically, but with 4 turns to set up stealth rock instead of 1 rapid spinning is both much more rewarding and much easier.

Point taken.

I keep interpreting OP message as "every time the move is successfully used the overall damage percent this move inflict is increased by one stage" which means that every time the move sets up a layer, the damage percent increases regardless if said hazards were spun away.

Flyers aren't immune to poison anyways. It doesn't hit them because there are specific lines of code to make fliers and levitators immune to spikes and toxic spikes.

There's no reason for that code to go away, so fliers and levitators aren't effected.

The only things that should change is that a 4x weakness to rock isn't necessarily instantly a death sentence outside of a few special exceptions.

No, spikes are a ground type move. Toxic spikes are the special one, taking into account immunities to ground and poison.

Consider how the move works. The spikes/toxic spikes are put on the ground. They damage the pokémon who steps on them. If you're flying or levitating, you don't touch the them.

Charizard will continue to be shit after Stealth Rock.

Shit like Aerodactyl, Dusknoir, Electivire, and Gallade are down in RU. These are things that were OU/BL (even if barely) last Generation. Charizard has no place there.

OU in RBY, GSC and RSE.
Yeah, no. Without Stealth Rock, it is pretty good. Not Scizor-like, but pretty good.

UU in RBY, BL in GSC, BL in RSE.

BTW, before Gen IV, anything that wasn't OU didn't exist. In RBY and GSC, he was completely negligible, and in RSE (his best Gen) he was slightly less than negligible.

He was never OU. He was never worth using on a team in any Gen.

And because he is special-based and not physical-based he is not commpletely outclassed by Darmanitan and has a niche for himself.

I know you are probably an anti-genwunner and if you like Charizard nostalgiafags wins, but that's just the way it is. Charizard won't ever be top tier, but with SR out of the way he is perfectly able to move up a tier

Yes, the power creep. But this doesn't mean it is useless. People acts like if Charizard was in the same level of Luvdisc and Delibird. And no, it is obviously not the most powerful pokémon ever, but it is good. For UU, at least (Without SR).
People are just like "Hey, look at me! I hate Charizard! I'm part of the group!"

But sure as hell he's outclassed by Chandelure. If Chandelure doesn't drop down to RU, then Magmortar will still outclass him. Reliance on Sun and losing 1/8th of his health each turn is more than enough for the more versatile Fire Types to take over if SR were nerfed.

I'm just stating the facts here.

Honestly it should've come off less anti-nostalgiafag looking. I should've corrected his Yanmega and Moltres predictions too since Moltres will end up in OU easily without Rocks (it would be a ridiculously good Scarfer and check a lot of shit) and Yanmega will probably not rise any higher than UU, its just not good enough.

Magmortar is prety much irrelevant, Charizard is faster (100 base speed is great in lower tiers), and still packs a decent punch even without the Solar Power.

So, you can go tell your Anti-Charizard brigade, that yes, without a SR nerf Charizard is more than able to move up to RU.

Also, you overestimate Moltres. His movepool is barren and 95 speed is not great. YOu have a point with scarf but with so many Terrakions and Keldeos also scarfed, nah. Altough yes he'll get a nice niche, he won't be a regular presence in OU
