The problem with Ice was that it resisted nothing except Ice and then proceeded to have additional weaknesses on top of that. Ice Pokemon can't switch into anything and aren't safe once they're actually out on the field because of their numerous weaknesses.
On the other hand, Fairy has an immunity it can take advantage of, a few resistances according to the leaks for the sake of staying power and applying pressure to your opponents, and it seems like it'll be bringing up some older Pokemon that had the right stats, but just needed a push to get where they needed.
