Hate to sound pessimistic. Remember when we first saw excadrill and it was purple? Pokemon change color during development. That said, i wish this gogoat is shiny. It looks more natural than gross neon color.

Everything sparkled in that damn trailer. We need to see another trading sequence to compare, even then, we don't know if they "shiny" animation plays or not during trades this gen.
I think it's likely it's a shiny, but that anon has a point that it could just be a sequence from a development phase.
