The only type that could always counter steel is fire, but the metagame is full of rain and stealth rock and make fire nearly unusable.
I think a fire/ground with an ability who create an auto gravity would be a good counter against steel, it would only be weak to ground and water, but with the support of a sun team it will be the equivalent of ferrothorn in a rain team: a weakness against a common offensive type and a double weakness against a type nerfed by the weather.
