lesser HMs, like flash, rock smash, and defog, are all gonna be made into inherent abilities that pokemon can use.

Main HMs are left as is.

I wish all the HMs were good moves, so it wouldn't be wasteful to have them in your party. I think Surf is the only good one.

Surf are the best, yeah, but Fly is fine in-game. Strength is a good normal-type move, too (altough Return trumphs it)

Strebght should be retyped to figting and given a chance to flinch the opponent. Fly needs to get at least 100 acc. and paralysis chance. Rock smash needs to deal at least 60 damage and have the abillity to double the damage on rock types (so it deals 120 base damage prior to the SE calculation). Cut could become a multihit steel move, and flash a electric type attack that always deals 40 damage and lowers opponents accuracy. Rest is fine.

Interesting Cut idea, usually people suggest it be retyped to grass.

Defog should clear entry hazards on the user's side, have them remain on the opponent's side. Maybe raise Rock Climb's accuracy to 90-95% accuracy.

What about Dive?

Defog should bouce the entry hazards to the opponents side and should deal some fixed damage aswell. Rock climb could be a good ground moove with 95 accuracy + abillity to hit flying types that aren't currently using a 2-turn move. Dive should remain a 2 turn move but as sharks in real life do it should boost the users attack and speed stat by one stage each before launching the second turn of the attack.
