Double Edge is a move with shitty coverage that is barely worth ever using considering the recoil, and the fact that Waterfall still hits for regular effective damage on things that resist water thanks to Adaptability. He learns Reckless not Rock Head, but if you're using that ability you're a giant idiot because the only thing that makes him usable is Adaptability.
