IV's are hidden values. that creates more diversity among individual pokemon. Any stat can range between 1-31 (31 being the best) If you have a low IV for special attack then all of your special attacking moves will be lackluster even if you are a pikachu doing an electric attack.

And as for your situation op:

That starmie is evolved and your pikachu isn't it isn't like the cartoon where pikachu can defeat Onix with electric attacks or KO a Latios. the games are stat based. Thunder shock is a crappy low power attack. waterpulse hits you with neutral damage and you're defenses are crappy because you're not evolved.

I took charmander because I recalled from first gen you can get pikachu very early on and butterfree to beat brock since his shit takes no dmg from fire and shock.
That is before I knew charmander could learn metal claw to counter rock type.
So my plan was evolve to butterfree and spam confusion on brock and then use pikachu against misty.
Ofc I didnt remember pikachu to be this level of worthless.

No, the average Pokémon player isn't supposed to know about EVs or IVs or natures.

>IVs are completely random numbers between 0 and 31. they add points to their respective stat.
>EVs are gathered when defeating other 'mons. 4 EVs on a stat means +1 on that stat. The stat depends on the Pokemon you defeat. For example, Pidgey gives you 1 speed EV.
>Natures are also randomly chosen. Most boost one stat and decrease another.
It seems that you got the shittiest IVs and nature possibles. EVs don't really matter on a normal playthrough.

Powders + Vine Whip/Absorb plus resisting Water Pulse is your best bet. Starmie is a fucking good Pokemon.

IVs are just the base stats of any particular Pokemon. They are randomly generated so every pokemon is different even if they have the same level and belong to the same species. You can see if you capture 2 Pidgeys, they'll have different stats. Picking the one with the higher stats is the way to go.

EVs are Effort Values. Those are extra stat points you get for fighting certain enemies. For example, if your pokemon fights a lot of Rattatas, it'll gain lots of extra speed points.

Nature changes the way your pokemon stats level up, for example a Lonely Poke will get more Attack points and less Defense points every time it levels up.

Other than that, Pikachu is a not evolved pokemon and an average one, while Starmie is evolved and kicks ass. Also, Thundershock is a weak attack. That's why you got your ass handed to you.

If you've got the patience get that pikachu to level 26, not only will it have a much better chance of not dying due to better stats, but it'll also learn Thunderbolt (95 power vs 40 on thundershock).

If you haven't got the patience for that go catch something else, or just find a thunderstone and turn that fucker into a Raichu.

Its gonna take years to overlevel and its not really a strategy I like.

You can't check them out directly, but you can compare. Compare your Pikachu's stats to your starter's. They'll probably be a lot lower. The way to fix this would be to either level your Pikachu up more or evolving her. But before you do that, get more powerful attacks, cause thundershock is like the weakest electric attack.

Given the Pikachu's level it looks like the IV spread might be something like 10 - 15 across the board, it really it just the fact that Pikachu is inherently a piece of shit and Thundershock is too.

Catch a grass type, or level Pikachu to 26, choose your method and rip Starmie open.

You might get parahax lucky.
Why aren't you using Wartortle anyway... It learns Bite early on = Flinch=hax. Paralyze it with Pikachu and after Pikachu dies switch to Wartortle.

In FR/LG there are level 17 spearow/pidgey on like every route around Cerulean.

Then again I can't remember if you can actually get onto those routes before you beat Misty, so maybe that little snippet of advice doesn't work.

If you want a pikachu I'd recommend getting it in Diamond or Pearl. In that Gen there's an item that double it's attack and special attack and can turn it into a killing machine if supported with a baton pass or substitue.

Thing is, in Gen 1, Psychic was unreasonably broken, and all the grass types except Tangela were Dual grass types, 90% of them being Grass/Poison.

In the case of this being a Kanto game, Psychic attacks would be much worse than Boltbeam. Especially since Starmie gets STAB on them
