Only two Pokemon from Gen 1 fit into Steel type, and none of them made sense with dark type. And even when you get past that, there were only 100 Pokemon introduced in Gen 2. 6 Dark, 4 Steel. 10%. In Gen 2 there were 12 Pokemon with a new type. 4.8%. If 4.8% of the 749 (minimum amount) Pokemon in Gen 6, then 36 Pokemon will have a new type, retcons included.

The other 26 would be retcons.But since there are probably more than 100 new Pokemon, it will probably be more. Makes sense, since they wouldn't want to overload the Kalos Pokedex with Fairy types, but also wouldn't want them to be grossly outnumbered by everything else.
