Technician
Mach punch
Bullet punch
ice shard
aqua jet

base 130 attack

How good would it be? It'd make sense for it to have something like that, a dog sized pistol shrimp would wreck everythings shit.

It really depends on the other stats (and partly some other factors). Water would be a really good type to begin with. But it still needs some bulk to at least be able to switch in on resisted moves (otherwise it's just gonna be a revenger, and in many cases inferior to Latios for example).

If it doesn't get STAB on at least two of them then they wouldn't be worth using. Even with 130 base Attack and Technician you'd still only be hitting things with 60 BP moves.
