he only uses full restores if you bring his pokemon to red HP. Just make sure you solid 2hko or ohko them. Best with an ice beam.

At the time Dragonite line was one of two lines with dragon type. What else could they give him?

And actually make at least one other Dragon line if they're going to have TWO specialists.

The best move would have been to keep him E4, just about anyone would have been a better champ.

They couldn't have him have one too.
On a side note, I hope in the future that the elite four and Champion will be "themed" not typed.
Lance was Dragon themed, not purely Dragon typed.
And it was awesome.

I think after Steven/ Wallace, they did away with Type exclusive champions, unless Iris is just dragon types too, i dunno i havent beaten pokemon white 2 yet. But Cynthia and Alder and N and Ghetsis(depending on which one you consider the champion) had great teams, IMO.
