The reason a game like this doesn't exist is because it's out of gamefreake's field.
The have always kept the pokemon series gameplay the same, and if it changes it might not exactly be good. It would be risky

Nintendo already mentioned multiple times that they are keeping main pokemon games for handheld. They think console would take away whats special about pokemon and how you can take it around with you. I prefer their way anyway. I much prefer having my pokemon games on me where and whenever i go. I really don't like the visable pokemon idea. It takes away from a "random encounter" aspect that the game is based on.

I also don't like the all of the regions idea because it'll leave some regions extremely desolate or all of the regions kinda empty.

Balance fucker, if the metagame is a shitfest what does say this would be different? If anything you'd encourage people using the same teams to compete in the higher parts of the game. And levels, you'd beat one region with a level 60 team, how are they going to balance that?

This. I cringe everytime I read someone say "ALL REGIONS!", or "extra region as $5 DLC please!"
Did anyone play G/S/HG/SS? Kanto was extremely poorly done, there was absolutely nothing going on except for "power plant isn't working, run to misty's gym and fix it!"

The region is pretty much the entire game. Sure, there's the pokemon design, but that's only a small part. The gameplay, items, moves, etc, have mostly been fleshed out already. Adding 5 regions would almost literally mean 5 times more work. It's not going to happen.
