Considering Lt.Surge's dialogue about the war and how he survived it with the help of electric Pokemon,we can safely assume that there was a war recently since he looks fairly young for a war veteran.
Considering the fact that Green and Red have no father,and the majority of males in the Kanto region are boys,teenagers,or older men(appearing to be at least middle-aged),we can assume that this war took the lives of a majority of the men,also supporting the theory that it was recent.
Technology is slightly stale.Sure,there are Poke Balls,potions,and Pokemon Centers with advanced PC systems,but other than that,there are few means of transportation.Many routes in between cities are quite bare,filled only with wilderness,Pokemon trainers,and little to no technology.Construction is not supported by high-end
machinery.It's supported by Pokemon(Vermillion City).
Japan's Kanto region and Pokemon's Kanto region are not the same,but Pokemon's is certainly based off of Japan's.This supports the idea that its history is similar to Japan's.Why is all of this important?The only major Japanese war that could fit into the context is the Pacific War of WWII.
During this time,you wouldn't expect to see a black person within miles of Japan unless he were a U.S. soldier.R/G/B take place after the war.The Japanese had an insane amount of nationalism,believing that they were the master race.They wouldn't happily accept black immigrants into the country,even after the war was over until years to come.
