The writers just retconned any past mention of time, turning all of those seasons into less than a year. Everybody's still the same age at this point.

Why is it such a big deal if he has eternal youth? Ash has been transformed into stone, traveled back in time are a lot of other stuff.

They stated that a year had past when they returned to Viridian, then again during the Pichu short before the third movie. So yeah, he'd have to be at least eleven by this point; it wasn't until Hoenn that they threw all of this shit out the window and just decided to keep him ten.
