Of course, there are other pokemon in the Dragon Egg group that aren't part dragon or don't have dragon characteristics such as Ekans, Seviper, Treecko, Scraggy, etc, does that make them Dragons too? Absolutely not, although one could argue that the serpentine pokemon have a lot to do with dragons in mythology, but let's not go there.
The point is that most of those pokemon, despite being in the Dragon Egg group, can't learn more than two or three dragon moves (Scraggy excluded), they don't naturally posses the ability to use them either as shown by their level-up moves, you have to either teach them by TM, breeding or move tutors.
Charizard is the only non-dragon type that fits all the conditions to be one.
