Deoxys is out of place. He is only considered legendary because only one has been to earth and is powerful but he has nothing to do with legends. He should just be taken out of that.

A. Pretty sure that Arceus would be able to predict the creation of one the most powerful Pokemon of all time.
B. Nobody ever said they had to be a naturally-occuring legendary.
C. The Regis are all man-made, are they not? Even Regigigas, who you cannot deny is a legendary.

Just accept it, there are man-made Pokemon 'legends'.

Actually, I think Regigigas made the three lesser golems. Gigas itself might be man-made though.

But Groudon is the one who created the ground and the Regis are the ones in charge to model it by making steel, rock, ice or moving the continents, makes more sense to place them with Groudon.

We tried this before. There weren't enough legends in the 4th gen and the 5th gen has too many. I don't think they made this anticipating what was put into the 5th gen. This is not it. What significance the mandala has, if any, is a mystery.
