When has there ever been a rule against legendaries?

If it's the first thing you see, it's fair game. Be ready to lose a pokemon or two trying to stall it out while you catch it.

When does this happen except roaming? Well ok, maybe the lake trio. And if the the roaming Pokemon counts as your one-per route for loads of routes, then you're going to have fuck all Pokemon. Also, it'd be a pain in the arse only going for roaming legends of routes you haven't found anything on yet.

Repels. Plus several legendaries are caught in otherwise barren special areas, like the spear pillar or N's castle.

Whether or not you use legendaries is up to you.

The only established rules are
1. You are only allowed to catch the first pokemon you see in a new area
2. When a pokemon faints, it dies. You cannot use it again. You must either permabox it or release it.

Anything else is self imposed, like limited numbers of heals or no duplicates and such.
