Just how old is old enough to breed? The anime makes it unclear just how long it takes for a pokemon to develop once it hatches. Most of them seemed to take a long time before they could do anything, and others, it is uncertain if they ever stopped being childish. Some of them, the instant they hatched, they seemed just as competent as a full grown pokemon. For Pikachu, all we know is that it's not a Pichu, so it's pretty much a forgone conclusion, but this is different since Pichu can't breed anyway. Others can breed the instant they hatch. Pretty much all we know is that Pikachu has enough sense to not want a fangirl crushing on him, so he both knows what love is, and more importantly, knows what REAL love is. There are people who can go their entire lives without knowing the latter, so who knows, and would pokemon have such perceptions anyway?
