The PWT is a tournament styled arena in BW 2 where you fight certain trainers depending on which selection you picked. One of the Special Tournaments is the Kanto Gym Leadera which features all the Kanto Gym Leaders and, more importantly, Giovanni as he appears in HGSS's Celebii Event.

I really hate how HG/SS had Giovanni want to bring Team Rocket back, after he seemingly reformed in Gen 1/3. He gotover the crime thing and instead opted to legitamately become a better trainer. Having him go "bwahaha I will rule the world!" is just silly.
