Meinshao has good sweep but toxicroak has good setups, and I like having it on my rain team.

But yeah, as anon said, they do perform different roles. You should pick whatever fits best on your team. If you wanna build a team around either of the two, I'd said go with toxicroak.

Mienshao is more of a hit-and-run pokemon, come in, Fake out the enemy and flee with U-Turn, while recovering any damage with Regenerator.

Toxicroak is for coming into Water attacks, staying in and setting-up, specially in rain.
