I'm playing through emerald again and I decided to give slakoth a try.

Is it better to keep it as a vigoroth or should I fully evolve it into a slaking?

Keep it as Vigo until 19 to get Faint Attack.

But definitely evolve it. All you have to do is Hyper Beam, switch, repeat.

150~ attack+STAB+whatever the BP of Hyper Beam is is absolutely ridiculous.

Give Slaking Hyper Beam, use a Shift battle setting, and switch out every time before you recharge.

Wait till Vigoroth is at level 43 to learn Focus Punch.

Then evolve it and teach it Hyper Beam.

Have fun OHKOing everything in the game thats not Skarmory or a Ghost type.

Don't listen to the people who say keep it as a Vigoroth. It's not like it's the only Pokemon you'll be using. Definitely evolve it, it has great bulk so it can tank hits if you decide to stay in and OHKO just about anything.

Do you know if hyper beam recharges on the next turn while you're loafing around, or does it require you to wait the three extra turns to use it again?

It recharges, but the recharge means you can't switch out, forcing you to take the loafing turn

Double edge is better because you can smash someone, then immediately switch
