It has mixed offensive stats allowing it to make use of both types of download boosts, it's both fast and has a strong and STAB U-turn, it's cannon gives it access to pretty much every special attack elemental TM like thunder, flamethrower and ice beam, and it's suitably fast. It also has a single weakness mitigated by rain and a resistance to dragon.
