It would work better if it was Steel so none of its users got STAB on it. Without that, it would just be a better Return with a limited distribution, not much different to Adaptability Tri-Attack or Rock Head Double-Edge.

The only users that get it are your derp catmons. Perugly is the strongest that gets STAB with 82 Atk. It has the same base power as Outrage and those users get 130 atk or higher. It isn't OP at all.

It's pretty much a safe switch. Only problem is you could give it to every pokemon and then stall with it in hail

The battles in the last few gens where shorter than previous gens.
