you can get a buizel or shellos fairly early
a little further on you can snag gyarados
if you wait til pastoria you can get remoraid, which will evolve mantyke to mantine, or octillery
after surf you can get a tentacruel

Either Shellos or Magikarp. Both can be caught relatively early in the game, and both are great.

Gastrodon has only that grass weakness, and is bulky as fuck while being able to attack for decent damage.

Gyarados is just a general powerhouse, really fun to use in-game.

overall I'd say this:
if you wand speed, go for floatzel
if you want strong offense with good defense, go gyarados or tentacruel
if you want type coverage, go octillery
if you want all around bulk, gastrodon
if you want a special sponge with ground immunity, mantine

in other news i seriously lack water type pictures

you might want an HM poke to take waterfall or surf depending on the poke you take, due to phys/spec split
