Pretty sure the end of Gold and Silver, if not Black and White gave us the memo that there is no more Team Rocket.

Unlike the anime, the games move on to let different terrorist groups have their moment.

This, and in the BW1 plot there was even the ex Rocket member talking about it all those years ago. I honestly do think they're done for good, and if they bring that shit back just to appease nostalgia fags like they seem to have been doing recently, that might Crustle my Jigglypuffs a little.
