Brock is hyper-competent.
This was shown in the beginning from the fact he takes care of his massive family all by himself, cooking, cleaning, sewing etc.
Only reason brock is not one of the elite 4 is because he can't devote all his time to training. that and he wants to be a breeder(which he is stated to be amazingly good at as well)
He could even get girls if he wanted, if only he didn't get all goofy on them. several chicks have shown intrest in him when he just acts his normal self.
