Even watching this as a kid I knew what rice balls were, why did they bother to localize even stupid things like this? Pokemon could have taught us young dumb Americans some culture

It's not even a particularly strange concept to grasp. BALLS OF RICE WITH FILLING CALLED RICEBALLS.

It's not like they were eating something so Japanese there's no English word for it.

Considering many cultures have their own versions of rice balls lol. Im Italian and our version is called "Arancini".

I remember seeing this on TV as a kid and howling with laughter because they called rice balls jelly donuts

It's the fact they were never even consistent with it. They called them jelly donuts, ice cream sandwiches, popcorn balls, probably some other stuff too. And in between that, they'd occasionally called them rice balls anyway.
