You mean Staraptor?

I find it works best if you replace Return with Pursuit and U-Turn with Roost.

Just to make it a somewhat effective ghost killer.

Nope, no way he's tanking an Outrage especially because odds are that Dragonite will be banded or at +1

And even if by some miracle he survives, unboosted Outrage from Base attack 80 won't be very threatning.

My Pidgeot survives OR's from Dragonites in Pokémon Showdown, rekt it with a Mirror Move and watched the opponent ragequit.

Pidgeot is bulky, Fearow is the glass cannon you're thinking of.

It'll get Reckless with Flare Blitz/CC or Roost/U-Turn/Brave Bird.
Would you even need CC with Flare Blitz? All you're hitting is rock-types and heatran, you might as well just u-turn out when you see those so you can get your recovery with roost to heal off that recoil

I hit him with a Wing Attack, does weak damage because multiscale.

He uses Dragon Dance
(he is now faster than me)

He uses Outrage
I use Mirror Move, we both at yellow/red HP.
