It's pretty cool idea for the move but why the fuck not almost all bird or flying pokemon can learn it?

Lunatone and Solrock and Cryogonal can learn it, Altaria or Staraptor can't.

I would describe Altaria as "not agile", myself. Sort of float around slowly and serenely.

Maybe Staraptor is a fucking bulky bird that doesn't make fancy movements but just crashes into its enemies at full power.
