You have a Treecko. You can level him to Lv 100, the maximal level of experience without having to evolve.
A baby human, however will have to go through puberty, independent of it's wishes
There is a reason why the Pokédex gives Treecko his own Pokédex spot and does not call it a "baby Sceptile". because every Pokémon species is "complete" in itself and evolution is not "obligatory"
And thus, it's perfectly possible for a small Onix to pop out of an egg, grow up, become a an adult Onix, who needs no evolution and die alone holding a broken mirror
