>>12857360 In the Emerald arc, it was subtly implied that he was too sick to even attend his own sister's wedding (and even if Kusaka did make him attend, the fans would just start complaining about why Wally couldn't have went with Ruby and Sapphire to the Frontier, or better yet, why he didn't become Emerald altogether if he was able to visit anyway).
And, honestly, his team pretty much sucked. Yeah, the green motif is cool and foreshadowing and all, but using only a Roselia, Flygon, Cacturne, and Kecleon to challenge the ENTIRE Battle Frontier is pushing it. A lot. Trust me, as someone speaking for myself and for others that I've known who have battled the Frontier, it is almost impossible to beat it without a specific team meant for each facility and enough knowledge to know their natures, what moves to teach them, what specific types would be suitable, etc. Even if Wally captured more Pokemon to fill the two slots on his team (like say Latios and Latias), he would still have a hard time because like I said, it's almost impossible with an unplanned out 6-team setup. He'd have to have an entire arsenal of a variety of different Pokemon to have a chance at seriously competing. Which Emerald had--through Crystal. And through Crystal, Emerald had access to Prof. Oak, who in turn trusted and informed him about Jirachi's appearance. The existence of Emerald ties in perfectly with the GSC arc's ending and Crystal's own arc involving the orphanage. It also ties in with the existence of the green jewel (making the Hoenn trio having connections to Groudon, Kyogre, and Rayquaza, and possibly even controlling them if the need arises in the future), and introduces Platina's mother who would appear later on.
