Question about battling, /vp/.

When is it good to use Mixed sets?

For example, say I'm using a regular old Overgrow Venusaur. If I'm running a Swords Dance set with Earthquake and Return, under what circumstances would it be better to have, say, Energy Ball over Seed Bomb?

I know there are better sets, thats just an example.
