A lot of stuff that doesn't even resemble any kind of dragon can learn it.
Hell, Growlithe gets it by level-up, Torterra can be tutored it, as can Snorlax and a bunch of other weird shit.

They're right. A ton of Pokemon can learn Outrage in spite of it being Dragon-type. I could be wrong but I think it recently changed to that because I don't remember many in the past being able to learn it.

Giving fairy an immunity to dragon only removes dragon from the top spot and replaces it with fairy and in the end everyone is going to abuse it.
Now think about it, why would they add a type for balance and do something like that?
At most fairy is getting is a restistance.
