They specifically say that moves that can hit multiple opponents like Rock Slide will be more useful in Horde Encounters, so it can be assumed that not every move will hit all foes at once.

Inb4 that due to a programming glitch all pokemon on an horde of the same species will be the same pokemon in IV/Natures/shiny and you have to kill 4 shinys.

Also like on BW2 sometimes you fight with your allies and hordes are 10 vs 2

Normal battle. From the trailers you can see that the trainers ask you for a Sky Battle, not that having two flying turns it into one.
