A lot of Johto gym leaders were like that.

Related, it always bothered me to no end that GF thought it was a good idea to have TWO Dragon users, both late game, when only two fully evolved Dragons existed.

The Elite Four in Kanto bothered me a lot.

Bruno has two rock types and agatha has two poison types (and she's a ghost specialist) out of the five they have.

"Hey, let's make the Elite Four specialise in types that we barely have any Pokemon for!"

At least they tried to alleviate that by making them specialize in two types. Phoebe and Glacia had the same problem, but they just gave them repeats instead.

He most likely means the gender you are playing as so it goes the other way just like you meet Yancy if you are male and Curtis if you are female). As for the Steelix its all about the Gold /Silver colors, it's a nice idea but NPC's using shiny would probably be a no as you said.
