Because Metapod fucking exists and I wish to train it. If Metapod never existed, if Caterpie took steroids went straight to Butterfree, then sure, maybe I would want to train Swadloon. But Metapod exists, and Metapod not being in Gates to Infinity deprives me of my wish.

They're all in Explorers so it's all good.
And this isn't made by GameFreak, keep that in mind. This is Mystery Dungeon, not Pokemon. They can handle it differently from Game Freak.

But you can't catch them in Black and White 2 therefore the games are reasonably worse going by your logic
You have to buy the old games to play as all of the old Pokemon
