There is a distinction, it's just not part of our vernacular.

Turtle describes shelled reptiles with flippers that live in the water(salt).
Terrapin describes shelled reptiles with legs that live in the water(fresh) and land.
And tortoises have legs and live only on land.
I would say Blastoise is a terrapin, even if it doesn't really look like one.

As a herpderpatologist I don't see the problem with calling Torterra a turtle. It's just that the English language typically uses "turtle" for aquatic or semiaquatic testudines, and tortoise for terrestrial species. Even then, sometimes it doesn't really give a fuck--just look at box turtles. Completely terrestrial and people still call them box TURTLES. It doesn't even denote a particularly close genetic relationship.

Yeah terrapin exists but I only hear it used to refer to a handful of species and people who are really anal about the turtle/tortoise thing. Most biologists won't really care. Common names are deceptive.

The only thing that lends itself to being a ankylosaur are the large spikes coming out of its jaws.

Torterra is based more closely on world turtle myths.
