Starmie has Surf/Hydro Pump, Psychic, Thunder(bolt), Ice Beam (Blizzard for Hail teams), Grass Knot, Signal Beam, Psyshock and Trick. 2 STABs and coverage moves that destroy EVERYTHING that resists them.
Thundurus has just electric attacks, Focus MISS, Grass Knot, and Hidden Power. It doesn't even have a second STAB outside of HP Flying. What's so uber about that?
There's a lot of Pokemon, that have better movepools and no SR weakness that aren't Uber (Starmie was just one example). Why is that? Because they lack crappy Prankster (well, it's good, just not on Thundurus because it only has TWave to use it with, on things that set up dragon dance or whatever. Taunt doesn't need Prankster to work well.). Of course, all these Pokemon have flaws, JUST LIKE THUNDURUS - these flaws are different, because Pokemon are different - but overall I don't see anytihng stronger in Thundurus than in any of them, such as Terrakion, Landorus, Garchomp, or even Infernape (which has a giant movepool, can also boost its stats, and has two 120 BP STABs).
